Charter for Rural Reform
1. Agricultural activities must be given the highest
and most dignified attention by the State given that, through them,
farmers guarantee basic needs which are essential for the
Development of Peoples. 2. For this reason, the productive
activity of farmers must be guaranteed and protected by the laws of
the State from the dynamics of finance and markets. To this end, not
only the farmer but his whole nuclear family should be subject to
better legislative and fiscal norms that guarantee them a
satisfactory territorial presence. 3. Agricultural activities
must be characterized by respect for the Health of People and of the
Environment, guaranteeing the fertility of the land and the
salubriousness of the alimentary products, favouring to this end the
use of suitable techniques. 4. The environmental and genetic
patrimonies are assets to which the public has a right; we commit
ourselves therefore to promoting every action aimed at the adoption
of provisions that protect and guarantee local variety, production
and typicality and their traceability. 5. We ask to rediscover
the knowledge of Tradition, Research and Technique in order to
promote a new production culture and social and environmental
sustainability; to this end we will sustain every action aimed at
the growth of new agricultural generations and assistance with
agricultural production. 6. We will adopt every initiative
useful for the protection of Rural Territories – a World Heritage-
from the interests of local public and private administrations. The
rights and norms that regulate the hereditary institution and the
constitution of businesses will also have to be revised. 7. The
use of Finance and Farm Loans for agricultural activities cannot be
considered in the same way as they are for other productive
activities given that agriculture is fundamental and a safeguard for
society and the environment. 8. The setting of agricultural
prices must be subject to State control. The State will regulate the
values added and the increases so as to contain disproportions and
speculations. 9. Due to their particular nature, in accordance
with the laws and the norms of the state, farmers must be guaranteed
the utmost presence in companies and in the workplace, derogating to
the administrative systems the formulation of the opportune
solutions, responsibilities and authoritative acts. 10.
Commercial exchanges, especially in the agroalimentary sector, must
be subject to a system of norms that regulate their flow in the
presence of actual local deficits, and, in any case, always and only
in relation to a proven correspondence with high qualitative
standards: ethical, ecological and sanitary.
